Animal Welfare and Adoption
We take in homeless, abandoned, injured or sick animals in need, including cats, dogs, rabbits, other small mammals, reptiles, birds, farm animals, and wildlife within the city limits of Moore.
We also respond to reports of animal cruelty, injured animals, loose dogs, animals that are dangerous or a nuisance and enforce Moore’s animal ordinances.
It is recommended that residents do not detain or collect any stray but to call animal control with details about the animal’s location. We realize that may not always be possible and currently, our staff is available to run on calls of reported stray animals; both at large and detained during open hours of operation. To report a stray animal during open hours of operation, call 405-793-5190. During non-operating hours, residents who elect to detain an animal must be willing to do so until the shelter re-opens. Any emergency situation should be reported by calling 911.

Keeping of Animals
Volunteers play a vital role within our organization. Without your support, we would not be able to assist nearly the number of animals who need help in our community. Volunteer opportunities will include all or some of the following tasks: bathing and walking dogs, grooming animals, adoption and community events, socializing pets, training dogs.
Volunteer candidates will be required to fill out an application as well as complete training prior to volunteering.
Dog or cat, over 4 months of age, annual tax registration fee:
$5 for altered pets (spayed/neutered)
$10 for unaltered pets
Tag replacement fee is $3
Impounding and Keeping Animals
Livestock $100.00. All other $35.00, plus actual cost, no less than $5.00 per day
Owner surrender fee (Mondays - 9:00am - Noon by appointment only) $20.00 per animal, $40.00 per litter
Adoption Fee $70.00
Vicious/Potentially vicious registration fee $100

Moore Animal Welfare is always accepting donations for the following items: towels, blankets, cat litter, per food, dish soap, fabric softener and laundry detergent, pet toys, treats, cleaning supplies, and pet beds.

A local not-for-profit organization, Moore Pawsabilities, assists the shelter with much needed monetary donations. These donations treat sick and injured animals and allow these pets to enter the adoption process. Please contact [email protected] about helping raise money for our shelter.
Did you know?
If you are a City of Moore resident, your pet(s) is required to be registered with the City to show they are current on their rabies vaccine. The rabies vaccine is required by state law for all pets over the age of 4 months old and must be administered by a licensed veterinarian to be recognized legally. The rabies tag and city tag are required by law per Section 4-124 of Moore Municode to be affixed to the dog’s collar or harness at all times so it can easily be seen by officers. Cats are not required to wear the tag, but must be able to show proof of rabies and city registration upon request.
How do I register my pet with the City of Moore?
To register your pet, bring a copy of their CURRENT rabies certificate to the Moore Animal Shelter, 3500 S. I-35 Service Road, during office hours. The cost is $5.00 for each altered pet or $10.00 for each unaltered pet. Upon registering your pet you will receive a printed city license & tag for each pet. This is an annual registration, but coincides with their rabies vaccine and will expire when the rabies expires if that date comes before your annual renewal date. The process to register your pet is quick and you do not need to bring your pet with you to the shelter to register them.
WHY do we have registration for pets and what are the benefits?
Most suburban cities require pet registration by law. The City of Moore does require registration by law on all pets and citations can be issued if unwilling to comply per Section 4-122 of Moore Municode. It is the only way for us to know your pet has received & is current on their rabies vaccine. A rabies tag alone does not give us all the necessary information our officers need when they come in contact with an animal. We cannot always get in contact with the veterinarian office listed on their tag to find out if their vaccine is current or if the tag belongs to the animal wearing it. When registered, all of your information, along with your pet’s info and their vaccine info is entered into our database. This allows us to know they are compliant with city & state laws, and we would have the necessary information to get them home quicker.
Q. How many animals (dogs or cats) can I have if I live inside Moore city limits?
A. Up to 4 animals over six months (adult) of age are allowed, per household. Proper city licensing must be obtained for each adult animal. (Sec 4-107)
Q. Is there a city licensing requirement?
A. Yes, city licenses must be obtained from the Animal Shelter yearly for a fee of $5.00 for altered and $10.00 for unaltered animals over 6 months of age. You must bring the animal Rabies Certificate to get a city license. (Sec 4-122)
Q. Can my pet run around outside to roam the neighborhood?
A. No. Dogs must be confined to a fenced area or be on a leash. Cats must be kept indoors or monitored while outside on their own property. (Sec 4-102)
Q. If my dog stays indoors most of the time, do I have to have a dog house?
A. Yes. Anytime a dog is outdoors, it must be provided adequate shelter from the elements, i.e. rain, cold wind, direct hot sunlight, etc. A doghouse must be large enough for the dog to stand upright, turn around and lay down comfortably, and have a solid floor, or the animal must have access to enter the house or garage, i.e. dog door. It must have access to fresh, non-frozen water in a spill-proof container at all times when outdoors. (Sec 4-144)
Q. Can I have chickens if I live in Moore city limits?
A. Only if you are zoned agricultural. (Sec 4-104)
Q. Can I have exotic animals (no venomous snakes, lions, tigers, leopards, panthers, bears, alligators, crocodiles, monitors, apes, elephants, rhinoceroses) in Moore city limits?
A. No. You cannot own wildlife or any animal considered exotic in the city limits of Moore. (Sec 4-109)
