Boards & Commissions
The City of Moore has numerous boards and commissions which provide authority, oversight, and review to many of the City’s functions. These boards generally consist of three to nine members, which are residents of the City, elected officials, and/or city employees. Official meeting times, locations, and agendas for all board meetings are posted on the bulletin board at City Hall. Except in cases of emergency meetings, these notices are posted at least 2 days prior to the meeting. All board meetings are open to the public. State law provides that certain sensitive items, such as personnel matters and pending litigation, may be discussed in private “executive sessions”. Any executive sessions are noted on the meeting agenda. No action other than discussion may be taken during an executive session.
Creation, Duties, and Powers Of The Animal Welfare Board

Sec 4-191 Animal Welfare Board Created
- An Animal Welfare Board consisting of five members shall be appointed by the mayor and approved by city council for three-year terms, with at least one member appointed from each ward, another member shall be a councilmember, and the other member shall be an Oklahoma-licensed veterinarian or veterinarian tech. In the initial creation of the board, one member shall be appointed for one year; two members shall be appointed for two years; and two members shall be appointed for a full three-year term. Members may serve a maximum of three consecutive full three-year terms and then must be removed from the board for a minimum of one year before possible reappointment. Appointment to the board to fill an unexpired term or any term less than three years shall not be considered as a full term.
- Vacancies in the board shall be filled as in the original instance by the mayor/city council for the unexpired term. If a member ceases to be a resident of the ward, or ceases to be councilmember, or ceases to be an Oklahoma-licensed veterinarian as the case may be, the term shall automatically terminate.
- The office of any member of the board who shall not attend meetings of the board of three successive meetings after having been notified in writing thereof, without reason satisfactory to the city council, shall be declared by the city council to be vacant.
Sec 4-192 Organization And Procedures
The Animal Welfare Board shall elect from its membership a chairman. The term of such chairman shall be one year with a two consecutive full-year term limit. The board may create and fill other offices as deemed necessary. The board shall adopt and modify from time to time as needed rules, bylaws and administrative procedures for the orderly transaction of its business. Such rules, bylaws or procedures shall be filed with the city clerk. The board shall establish the time, place and frequency of its meetings for the following calendar year and cause same to be filed in compliance with the Oklahoma Open Meeting Act.
Regular meetings shall take place on the first Tuesday of every odd-numbered month. Meetings shall convene at 6:30 pm and shall be held in the conference room of the Moore Animal Shelter. A quorum shall consist of three members, and three affirmative votes shall be required to pass any measure.
The Chairman shall present an annual written report to council at the first council meeting in February.
- The Animal Welfare board shall act as an advisory board to the city council and provide advice and recommendations to the City Council related to the Moore Animal Shelter. The board may request and obtain documents from the Shelter and shall have on-site access to documents and to any and all animals during regular hours of operation.
- The board shall make recommendations to the city council including but not limited to the following topics: animal care and welfare, animal rescue, fostering and adoption, as well as control of the animal population.
- The board shall also make recommendations for recruitment of volunteers, standards for animal shelters, budget priorities as identified by the Board, and suggest modifications and updates to the City of Moore Code of Ordinances.
The Animal Welfare Board shall serve without pay. The necessary expenses incurred by such board shall be paid from the city treasury as other legal expenses of city government. No expenses shall be incurred by the board without prior approval of the city council.
Board of Adjustment Meeting
The Board of Adjustment concerns itself with questions arising from the City’s zoning regulations. The business of the Board includes hearing appeals from citizens who have been the subject of enforcement of zoning regulations; deciding map interpretations, and authorizing exceptions and variances to the zoning regulations.
The Board of Adjustment consists of five residents of the city, appointed to three-year positions that expire in August. At least two members of the Board are appointed from the membership of the Planning Commission. Meetings of the Board are held at 5:30 pm on the 2nd Tuesday of each month if there is business to conduct. Meetings are held in the City Council Chambers at City Hall. Official meeting notices and agendas are posted on the bulletin board at City Hall.

The Parks Board serves in an advisory capacity to the City Council and makes recommendations to the Council regarding the planning, development, maintenance, and betterment of the city park system. The Parks Board meets at 6:00 pm on the 1st Tuesday of each month (unless preempted by a City Council meeting), at The Station Recreation Center (700 S. Broadway Ave.).

- The PLS Board meets the last Tuesday night of the month at 6:30. The board does not meet in December.
- The board is comprised of 13 members (one from each municipality and one from each of our 3 counties) and we need 7 people present for a quorum. Monthly attendance is critical!
- PLS is governed by the Open Meetings Act and meetings are in-person and generally last about 1 hour.
- Meeting locations rotate across our service area and change monthly.
- The Board is the “policy” setting arm of the organization and has fiscal responsibility.
- PLS provides Board and Officer Liability coverage.
- PLS uses Diligent Community an online Board Governance solution; Board members are provided with an iPad and connectivity to access meeting materials.
- Board members are appointed (by the Governance Committee) to one of four standing committees, 1) Finance 2) Governance 3) Personnel and 4) Planning. Committees generally meet 1-2 times per year in addition to the regular Board meetings.

Planning Commission Meeting Schedule:
The Planning Commission studies and makes recommendations to the City Council concerning the systematic development and betterment of the City as related to the zoning regulations.
The Commission consists of nine members, appointed by the City Council for three-year terms. The City Manager and City Engineer also serve on the Commission as ex-officio members.
Meetings of the Board are generally held at 7 pm on the 2nd Tuesday of each month, in the City Council Chambers at City Hall. Official meeting notices and agendas are posted on the bulletin board at City Hall.

The role of the CDBG Advisory Committee is to provide input and make recommendations to City Council regarding the allocation of Community Development Block Grant (CDBG) funds awarded to projects, programs, and services that improve the lives of Moore’s low and moderate-income residents; advise City Council on general advice on human services in Moore as related to the administration of these programs.
This CDBG Advisory Committee holds one public hearing and three public meetings to review public service applications and provide funding recommendations for activities carried out through the CDBG Program. Meetings are typically in the following months and start at 5:30pm:
- May - Public Service Presentations/Allocations and Community Needs with Executive Session
- June - Annual Action Plan Draft Review
- November - Consolidated Annual Performance and Evaluation Report (CAPER) Public Hearing
CDBG Advisory Committee Members:
On November 4, 2019 the Moore City Council established the Moore Urban Renewal Authority (MURA) to create a program to eliminate and prevent the spread of blight and to provide for the redevelopment of blighted areas as provided for in the Oklahoma Urban Redevelopment Law, 11 O.S. §38-101,et seq.
