$18M GO BOND FOR DRAINAGE IMPROVEMENTS PROPOSITION
Passage of this proposition would not raise the City’s portion of the millage rate above the current cap of 16.5 mills. Read more about the proposition below.
"Shall Ordinance No. 1078(26) of The City of Moore, Oklahoma be approved, which renews the levy and collection of an existing excise (sales) tax of one-half of one percent (0.50%) authorized by Ordinance No. 888(18) dated August 6, 2018, which is set to expire March 31, 2027 (total Municipal Sales Tax will remain at three and seven-eighths percent (3.875%)), upon the gross proceeds or gross receipts derived from all sales to any person taxable under the Oklahoma Sales Tax Code; providing that the extension of the existing one-half of one percent (0.50%) excise or sales tax shall be limited to a period of four (4) years, commencing April 1, 2027, and ending March 3 1, 203 1 ; and which Ordinance further states that all revenues and proceeds from said tax shall be used for residential street and residential collector street improvements, public safety purposes and operations as specified in the Ordinance?"
The proceeds of the sales tax, or proceeds of borrowings by the City or a public trust of which the City is beneficiary payable from the sales tax, shall be expended on capital improvements, as determined by the City Council, including, to the extent legal and practical, the following projects, as provided in Ordinance No. 1078(26) of the City of Moore, Oklahoma:
- Seventy percent (70%) of the proceeds of such sales tax shall be used for residential street and residential collector street repair, including, but not limited to construction, repair and/or maintenance of streets, and the construction and/or repair of sidewalks, curbs, drainage and utility lines
- Twenty percent (20%) of the proceeds of such sales tax shall be used for expenditures for Public Safety involving Fire, Police and Emergency Management, including, but not limited to the purchase of public safety machinery and/or equipment; and
- Ten percent (10%) of the proceeds of such sales tax shall be used for expenditures for Public Safety Operations involving Fire, Police and Emergency Management including, but not limited to training, new positions and salary increases for existing personnel.
"Shall the City of Moore, Oklahoma, incur an indebtedness by issuing its bonds in the amount of Eighteen Million Dollars ($18,000,000) to provide funds for the purpose of constructing, reconstructing, improving or repairing streets, bridges and drainage improvements in said City, to be owned exclusively by said City, and levy and collect an annual tax, in addition to all other taxes, upon all the taxable property in said City sufficient to pay the interest on said bonds as it falls due, and also to constitute a sinking fund for the payment of the principal thereof when due, said bonds to bear interest at not to exceed the rate of 7 per centum per annum, payable semiannually and to become due serially within 20 years from their date?"
The specific projects for which at least seventy percent (70%) of the proceeds of the aforesaid street or bridge bonds shall be expended, and the dollar amounts for each such project shall be as follows:

Engineering and design expenditures and construction of drainage improvements at N.E. 20th Street and Lincoln Avenue, including necessary curb and guttering, storm drainage improvements, sidewalks, streetscape and utility line replacement. COST $7,700,000

Engineering and design expenditures and resurfacing of Ramblin Oaks Drive between N.E. 4th Street and S.E. 1st Street and on Main Street from Ramblin Oaks Drive east approximately 500 feet, and construction of drainage improvements on Ramblin Oaks Drive, improvements on Ramblin Oaks Drive, including necessary curb and guttering, storm drainage improvements, sidewalks, streetscape and utility line replacement. COST $8,800,000
- Engineering and design expenditures and construction of drainage improvements on Sooner Drive, including necessary curb and guttering, storm drainage improvements, sidewalks, streetscape and utility line replacement. COST $1,500,000
