August 12 Special Election '25

"Shall Ordinance No. 1065(25) of the City of Moore, Oklahoma, which amends Section 3 of Ordinance No. 378(85) as amended by Ordinance No. 378(02), as amended by Ordinance No. 950(20) by increasing the levy and assessment of an excise tax from five percent (5%) to eight percent (8%) upon the gross proceeds or gross receipts derived from all rents received from the occupancy of hotel/motel rooms within said City, authorizing administrative and technical changes and additions except tax rate; making the tax cumulative; providing severability of provisions; and fixing effective date, be approved?"

If passed, the increase will be used to fund parks and/or potential public transportation. Norman and OKC have recently raised their hotel/motel tax to 8% and 9.25% respectively.  Residents of the City of Moore are exempt from paying the hotel/motel tax if residence can be verified by hotel staff. 

"Shall Article II, Section 2-3 of the Charter of the City of Moore be amended? Article II, Section 2-3 of the Charter of the City of Moore relates to compensation of the Mayor and Council. The amendment increases the compensation to the Mayor from $300 per month to $500 per month and increases the compensation of Councilor's from $100 per month to $200 per month commencing on the earliest possible date consistent with Section 10 of Article XXIII of the Oklahoma Constitution".

If passed, would increase the compensation for the Mayor from $300 per month to $500 per month and increases the compensation of Councilmembers from $100 per month to $200 per month. These increases will not go into effect until the next elections, to be held in the spring of 2028 and 2029.

“Shall Article IV, Sections 4-1 and 4-2 of the Charter of the City of Moore be amended? Article IV, Section 4-1 of the Charter of the City of the Moore relates to the duties of the City Clerk of the City of Moore. The amendments to this section removes the requirement the City Clerk be head of finance and removes the duties of collecting, receiving and depositing money for the city. The amendments add the duties of keeping a journal of the proceedings of city council, keeping a record of all ordinances and resolutions and having custody of documents, records and archives as well as having custody of the city seal and to attest and affix the seal of the city to documents as required by law or by ordinance. Article IV, Section 4-2 of the Charter of the City of Moore relates to the duties of the City Treasurer of the City of Moore. The amendment adds the requirement the City Treasurer shall also be the head of the finance department".

"Shall Article IV, Section 4-4 of the Charter of the City of Moore be amended? Article IV, Section 4-4 of the Charter of Moore relates to the sale of property. The amendment to this section increases the threshold of the value of property being sold from $25,000 to $75,000 before the city may sell said property (1) without the need of an affirmative vote of a majority of the qualified electors of the city or (2) by authority of a special nonemergency ordinance".

Shall Article VIII, Sections 8-2 and 8-4 of the Charter of the City of Moore be amended? Article VIII, Sections 8-2 and 8-4 both relate to the Personnel Board. The amendment to Article VIII, Section 8-2 removes the creation of the Personnel Board from the City of Moore Charter. The amendment to Article VIII, Section 8-4, removes the procedure for a hearing in front of the Personnel Board".

"Shall Article VIII, Section 8-3 of the Charter of the City of Moore be amended? Article VIII, Section 8-3 relates to officers and employees of the City being placed in Classified or Unclassified service. The amendment to Article VIII, Section 8-3 removes the population requirement of 30,000 people before the city may place certain employees into the unclassified service and adds that the City may place personnel in the unclassified service by ordinance or personnel rules".

"Shall Article II, Section 2-1 of the Charter of the City of Moore be amended? Article II, Section 2-1 relates to the qualifications needed before filing a declaration of candidacy. The amendment to Article II, Section 2-1 removes the freeholder requirement and adds the requirement of being a US and State of Oklahoma resident; being at least 25 years of age; being a resident of Moore for at least one year; and for the office of councilman at large, being a registered voter at an address within the City of Moore for at least one year before filing a declaration of candidacy; and for the office of councilperson, the person must have been a registered voter at an address within the ward for at least one year before filing a declaration of candidacy".
